Türkiye, Suriye politikasında bir açmaza girmiş görülmektedir.

İstanbul’da yarın Hükümet tarafından düzenlenen Suriye’nin Dostları Toplantısından,  Annan Planı’na destek de çıksa, bu plana karşı bir tutum da belirlense Türkiye, Suriye politikasında bir açmaza girmiş görülmektedir.

Başbakan Recep Tayyip Erdoğan, İsrail’in İran’ı vurması halinde, bölgenin yerle yeksan olacağını söylüyor. Başbakan’ın bu söylemi, sağduyunun sesi. Ama sadece kendisine ait bir düşünce değil, bütün dünya böyle düşünüyor.

Arap Baharı’nın ortaya çıkmasından itibaren, bölgedeki dengeler değişti. Bu değişik AK Parti’nin,  »sıfır sorun » diye adlandırdığı politikayı da darmadağın etti, Sıfır sorun politikası, zamanla tüm komşularımızla ve hatta diğer bir çok bölge ülkesiyle mevcut ilişkilerimizi sıfırla çarpma noktasına gelmiştir.

İran Cumhurbaşkanı Ahmedinejad’ın, rahatsızlığını bahane ederek Başbakan Recep Tayyip Erdoğan ile görüşmediği söylendi, ancak Erdoğan’ı kabul etmediği 28 Mart günü Türkmenistan Başbakan Yardımcısı başkanlığında bir Türkmenistan heyeti ile Beşar Esad’ın özel temsilcisini kabul etti. İran’ın resmi haber ajansı IRNA’nın yayınladığı fotoğrafta, Ahmedinejad Türkmenistan heyetiyle görüşmesinde son derece sağlıklı ve neşeli görünüyordu. ’29 Mart’ta Erdoğan ile Ahmedinejad arasında yapılan görüşme sonucu ortak bir bildiri yayınlanmamış olması, diplomatik teamülde taraflar arasında ciddi anlaşmazlıklar olduğu anlamına gelmektedir. Türkiye’yi ziyaretlerinde Anıtkabir’i ziyaret etmemeyi titizlikle uyguladıkları bir usul haline getiren İran yetkililerinin, Erdoğan’ı Tahran dışında olan dini lider Ayetullah Hamaney’in ayağına çağırması, Erdoğan’ın da bu seyahati kabul etmesi, Hükümet’in, her yerde sahip olduğunu iddia ettiği yüksek itibar açısından bir soru işareti oluşturmaktadır.

İlki 24 Şubat 2012 tarihinde Tunus’ta gerçekleştirilen Suriye Halkının Dostları Grubu’nun ikinci konferansı ülkemizin evsahipliğinde 1 Nisan 2012 tarihinde İstanbul’da düzenlenecektir.

Birleşmiş Milletler Güvenlik Konseyi üye ülkeleri ile Birleşmiş Milletler Genel Kurulu’nda kabul edilen Suriye kararına evet oyu veren ülkelerin yanı sıra çeşitli uluslararası ve bölgesel örgütlerin davet edildiği konferansın açılış konuşması Dışişleri Bakanı Sayın Ahmet Davutoğlu tarafından yapılacaktır. Ayrıca, Başbakan Sayın Recep Tayyip Erdoğan da ana konuşmacı olarak katılımcılara hitap edeceklerdir.

Konferans sırasında, Suriye halkının meşru talep ve beklentileri uyarınca kapsayıcı bir siyasi geçiş sürecinin önünün açılması konusunda görüş alışverişinde bulunulacak olup, Birleşmiş Millet ve Arap Ligi Suriye Özel Temsilcisi Kofi Annan’ın çalışmaları ele alınacaktır.

Öte yandan, Suriye’de şiddetin sona erdirilmesi, güvenlik güçlerinin şehirlerden çıkmaları, insani krizin aşılması ve ihtiyaç sahiplerine insani erişim sağlanması ve Suriye’ye yönelik yaptırımlar konularının değerlendirilmesi ile ilave tedbirlerin ele alınması öngörülmektedir.

Türkiye, Suriye’de akan kan ve gözyaşının biran önce durdurulması için her türlü girişimde bulunma ve bu yöndeki uluslararası çabalara aktif olarak katılma kararlılığını sürdürecektir.

The Second Conference of the Group of Friends of the Syrian People will take place in İstanbul.

Annan Plan is the last chance for Syria- وهدفنا أن نظهر للجميع بأننا واقفون إلى جانب هذا الشعب.- ونولي أهمية كبيرا بهذا المؤتمر الذي سيكون صوتا صارخا لآلام الشعب السوري.

Turkey will host the Second Conference of the Group of Friends of the Syrian People on 1 April 2012 in İstanbul.

Member states of the United Nations Security Council and the countries that voted in favour for the United Nations General Assembly Resolution on Syria as well as international and regional organizations were invited to the conference. Minister of Foreign Affairs of Turkey, Mr, Ahmet Davutoğlu will make opening remarks at the conference. On the other hand, Prime Minister of Turkey, Mr. Recep Tayyip Erdoğan will deliver a keynote address.

During the conference, participants will exchange views on opening up the way for a comprehensive political transition process in accordance with the legitimate demands and aspirations of the Syrian people and will address the efforts of Mr. Kofi Annan, the UN-Arab League Joint Special Envoy for Syria.

Moreover, putting an end to the violence in Syria, withdrawal of all Syrian military and armed forces from cities and towns, overcoming the humanitarian crisis, providing humanitarian access to people in need and sanctions against Syria will be discussed and possible additional measures will be considered.

Turkey will decisively continue to spare no endeavors to stop immediately the bloodshed and tears in Syria and to participate actively in such international efforts.

Didier Reynders participe à la seconde conférence sur la Syrie à Istanbul

Le Vice-Premier Ministre et Ministre des Affaires étrangères, Didier Reynders, participera demain à Istanbul à la réunion internationale du «Groupe des Amis du Peuple Syrien». La Turquie présidera cette réunion. A Istanbul, les représentants des États-Membres de l’Union Européenne, les Etats-Unis, le monde arabe et plusieurs autres pays discuteront de la situation en Syrie. Ils examineront également les options pouvant mener à une solution au conflit. En marge de la conférence, le ministre Reynders mènera également des consultations supplémentaires avec les partenaires du Benelux, le Luxembourg et les Pays-Bas.

L’objectif est pour la communauté internationale d’accentuer la pression sur le régime syrien. Pour le Ministre Reynders, les actes barbares que le président Assad commet contre son peuple sont inacceptables, et doivent cesser. Le président Assad a accepté le plan en six points de l’Envoyé Spécial Kofi Annan, mais le régime persiste à engager de lourds moyens militaires contre la population civile. Des victimes tombent chaque jour. Il est donc d’une importance cruciale qu’une mission d’observation des Nations Unies puisse se déployer rapidement, afin d’évaluer la situation sur le terrain et accompagner la mise en œuvre du plan en 6 points. Didier Reynders apporte son plein appui à la mission de Kofi Annan.

En outre, la communauté internationale doit faire savoir à Istanbul à l’opposition syrienne qu’elle devrait continuer à œuvrer en faveur d’une plate-forme unifiée, et que seul un dialogue crédible permettrait de sortir de la crise. Le plan de Kofi Annan prévoit également l’entrée de l’aide humanitaire en Syrie, pour laquelle le ministre Reynders avait déjà plaidé lors de la réunion précédente du « Groupe des Amis du Peuple Syrien », le 24 février à Tunis.

Didier Reynders neemt deel aan de tweede Syrië-conferentie in Istanbul

Vicepremier en minister van Buitenlandse Zaken Didier Reynders neemt morgen deel aan de internationale bijeenkomst van de “Group of Friends of the Syrian People” in Istanbul. Gastland Turkije zal deze vergadering voorzitten. In Istanbul zullen vertegenwoordigers van de lidstaten van de Europese Unie, de VS, de Arabische wereld en verschillende andere landen de situatie in Syrië bespreken. Ze zullen ook de opties bekijken om tot een oplossing voor het conflict te komen. In de marge van de conferentie zal minister Reynders ook bijkomend overleg plegen met de Benelux-partners Nederland en Luxemburg.

Bedoeling is om met de internationale gemeenschap de druk op het Syrische regime voort op te voeren. De barbaarse daden die president Assad tegen zijn volk pleegt, zijn voor minister Reynders onaanvaardbaar en moeten worden stopgezet. President Assad is akkoord gegaan met het 6-puntenplan van speciaal gezant Kofi Annan, maar het regime blijft zware militaire middelen inzetten tegen de burgerbevolking. Daarbij vallen dagelijks slachtoffers. Het is dus van belang dat er snel een observatiemissie van de Verenigde Naties komt die de situatie ter plaatse kan evalueren om de inwerkingtreding van het 6-puntenplan te begeleiden. Didier Reynders geeft zijn volledige steun aan het werk van Kofi Annan.

Voorts moet de internationale gemeenschap in Istanbul te kennen geven aan de Syrische oppositie dat zij moet blijven werk maken van een verenigd platform en dat de enige uitweg uit de crisis een geloofwaardige dialoog is. Het plan van Kofi Annan voorziet ook in de toelating van humanitaire hulp in Syrië, zoals minister Reynders tijdens de vorige bijeenkomst van de “Group of Friends of the Syrian People” op 24 februari in Tunis bepleitte.

Secretary of State Hillary Rodham Clinton’s Travel to Saudi Arabia and Turkey

Secretary of State Hillary Rodham Clinton will travel to Riyadh, Saudi Arabia from March 30-31, 2012. While in Riyadh, she will meet King Abdullah and Foreign Minister Prince Saud al-Faisal. She will also attend the First Ministerial Meeting of the Gulf Cooperation Council-U.S. Strategic Cooperation Forum. In her conversations, she will discuss the full range of bilateral and regional issues, including ongoing security cooperation in the region, as well as the international community’s continuing efforts to stop the bloodshed in Syria.

Secretary Clinton will then travel to Istanbul, Turkey from March 31-April 1 to attend the second meeting of the “Friends of the Syrian People.” This meeting will build upon steps that our friends, allies, and the Syrian opposition continue to take in an attempt to halt the slaughter of the Syrian people and pursue a transition to democracy in Syria. While in Istanbul, Secretary Clinton will also conduct bilateral meetings with Turkish Foreign Minister Davutoglu and other foreign leaders.

Diplomats Push for End to Syria’s Violence

U.S. Secretary of State Hillary Clinton is meeting with Gulf Arab diplomats in Saudi Arabia on Saturday to discuss issues that include bringing an end to Syria’s year-long crackdown on dissent.

The meeting is a prelude to the 60-nation « Friends of the Syria » meeting in Turkey on Sunday. Clinton, as well as diplomats from other nations that support Syrian opposition groups, are scheduled to attend.

The U.S. remains opposed to arming Syria’s rebels, which some Gulf states have proposed. Washington is instead working to unify the splintered opposition groups, and find ways to get humanitarian aid into Syria.

Ahead of Sunday’s meeting in Istanbul, Turkish Foreign Minister Ahmet Davutoglu said a peace plan put forward by U.N.-Arab League envoy Kofi Annan is the « minimum » of what Syria must do and must do « urgently and without delay. »

« If that delay continues, and if the people are being killed every day, more and more casualties being in the news, of course the hope for Annan’s plan will be lost, » he said.

However, a Syrian Foreign Ministry spokesman said Saturday that the bid to overthrow the Syrian government was over, but Damascus would not withdraw its troops from urban areas until stability is restored.

His comments were in a response to the appeal from Annan for Syria to immediately implement a cease-fire and stop attacks on opposition groups, as part of the peace plan.

Syrian President Bashar al-Assad agreed to the plan on Tuesday. The peace plan was also endorsed by Arab League leaders who met in Baghdad on Thursday.

US, Gulf Arabs urge Annan to draw up Syria ‘next steps’

The United States and Gulf Arab states on Saturday urged envoy Kofi Annan to produce a « timeline for next steps » in his peace plan for Syria if President Bashar al-Assad fails to stop the bloodshed.

US Secretary of State Hillary Clinton, who met her counterparts from Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman at a meeting in Riyadh, voiced concern over Syria’s continued deadly crackdown on dissent.

She also slammed Iran for its alleged support for the crackdown and appeared cautious about talks between Tehran and the United States and five other powers that she confirmed would be held in Istanbul on April 13.

In a press conference, Clinton voiced renewed scepticism about Syria’s acceptance of Annan’s six-point peace plan, which calls on Syrian forces to withdraw from besieged cities and silence their guns.

« And as of today, regime forces continue to shell civilians, lay siege to neighbourhoods, and even target places of worship, » Clinton said on the eve of international talks in Istanbul aimed at helping the Syrian opposition.

Clinton said dozens of top Arab and Western officials on Sunday would discuss further steps to pressure Assad, to provide humanitarian aid and promote « an inclusive, democratic » political transition.

The first US strategic cooperation forum with the six Gulf Cooperation Council (GCC) countries issued a joint statement urging Annan « to determine a timeline for next steps if the killing continues. »

Annan’s plan calls for a commitment to stop all armed violence, a daily two-hour humanitarian ceasefire, media access to all areas affected by the fighting, an inclusive Syrian-led political process, a right to demonstrate, and release of arbitrarily detained people.

In a speech to the forum, Clinton stressed Washington’s « rock solid and unwavering » commitment to the security of the Sunni Muslim-led Gulf Arab monarchies, which are wary of non-Arab Shiite Muslim Iran.

Supporters of Syrian opposition to meet in Turkey

China and Russia turned down invitations. Iran didn’t get one. The absence of these key supporters of the Syrian regime at a meeting in Istanbul on Sunday highlights the global division over how to stop the bloodshed in Syria as much as the unity of dozens of participating countries from the Western and Arab worlds.

Then there are differences in tone and priorities in the « Friends of the Syrian People » group that aims to encourage the Syrian opposition into unifying its scattered ranks. Saudi Arabia and Qatar want to arm Syrian rebels, Turkey is making contingency plans for a buffer zone in Syria if refugee flows surge, and the United States, in an election year, says military force against the Syrian government is a last resort.

Even nations that relentlessly championed diplomacy as the best way to isolate Syrian President Bashar Assad and force him to step down are showing fatigue with that approach. Some fear Assad only agreed to a peace plan presented by U.N. envoy Kofi Annan in order to buy time and deflect outside pressure, and note fighting has not let up since the deal was announced.

« From the moment that was said, deaths in Syria have not stopped, » Turkish Prime Minister Recep Tayyip Erdogan said. « They are continuing still. There is no point in saying: ‘I hope, I await, I expect.’ There is no point in it. Because he is continuing to kill. Faced with such a scene, I have no such hope. »

Annan’s plan calls for an immediate, two-hour halt in fighting every day to allow humanitarian access and medical evacuations. The plan also outlines a complete cease-fire and calls for an inclusive, Syrian-led political process to address the concerns of citizens.
