The State of Play of Bilateral Engagement with EU Neighbourhood Policy Partners!


 

What progress has been registered in the area of good governance, democracy, rule of law and human rights?

The ENP was reviewed in 2015 to respond to the new challenges of an evolving neighbourhood. Today’s report shows results following a new approach based on differentiation, joint ownership and flexibility.

The revised European Neighbourhood Policy (ENP) reinvigorated the relations between the European Union and its neighbours to the East and South, with a greater focus on stabilisation, resilience and security.

A tailor made approach with each and every country, to ensure it addresses the real needs and interests, for the sake of all our citizens.

The reviewed ENP has mobilised significant support to reforms in four priority areas: good governance, democracy, rule of law and human rights; economic development for stabilisation; security; migration and mobility.

EU Foreign Affairs Council and Syria Conference…


 

…and NATO Foreign Ministers’ Meetings

Foreign Affairs Council: EU for Syria, the situation in Libya, the situation in Yemen, EU and the League of Arab States, conclusions on the promotion and protection of the rights of the child, EU and the League of Arab States, The new partnership agreement is expected to be adopted at the London Somalia Conference on 11 May 2017.

Syria Conference: Bringing together ministerial representatives from 70 delegations, including from the EU and the region but also the wider international community, the United Nations, major donors and civil society, humanitarian and development organisations, the conference will address the situation in Syria and the impact of the crisis in the region.

NATO: First, fair burden-sharing to keep the transatlantic bond strong. The Alliance have started to increase defence spending, but needs to keep up the momentum and meet the pledge the allies have all made.
The second major topic will be stepping up NATO’s efforts to project stability and fight terrorism.

EU – Turkey Relations : On the agenda of the EP April Session

MEPs will discuss the state of play in Turkey, in particular the upcoming referendum, during the April plenary in Strasbourg.

The Committee on Foreign Affairs calls on the Committee on International Trade, as the committee responsible, to incorporate 11 suggestions into its motion for a resolution inter alia;

The modernisation and effective implementation of the Customs Union will further strengthen the already strong economic ties between Turkey and the European Union and will keep Turkey economically anchored to the EU;

Contribute to both sides engaging in a positive reform agenda while mitigating political tensions with Ankara on the deteriorating situation of the rule of law and fundamental freedoms in the country;

Because; democracy, the rule of law and respect for human rights, fundamental rights and fundamental freedoms; EU-Turkey trade relations are and must remain based on mutual respect for human rights and fundamental freedoms; Include a clause on human rights and fundamental freedoms in the upgraded C U making them a key conditionality;

The C U can only reach its full potential if Turkey fully implements the Additional Protocol vis-à-vis all Member States; Turkey continue not to open Turkish ports to Cypriot vessels and failed to apply to Cyprus the Additional Protocol to the Ankara Agreement;

The C U cannot be considered a direct or indirect replacement of accession talks;

Upgraded Customs Union could help Turkey to overcome the challenges it faces, and contribute to stabilising Turkey and providing growth for its citizens, if the necessary reforms are made by the government and Turkey returns to the path of democracy and the restoration of the rule of law;

Hiç merak etmeyin Türkiye’ye güven duyulmuyor olsa da, bu yalnızlık ve zayıflık ortamından azami istifade edebilecekler, ne verirsen onun karşılığını alırsın pazarlığı adı bile verilemeyecek uzlaşmada Ankara ile çalışmayı sürdüreceklerdir! Bu yüzden Referandum Erdoğan açısından hayatî önemde. Zira, iç ve dış politika arasındaki karşılıklı bağımlı ilişki inkâr edilemez ve eğer iç politika, daha çok dış politikaya bağımlı yapılır hâle gelmişse, Cumhurbaşkanı’nın Körfez Gezisi’nin iyi irdelenmesi gerekmektedir. Bu bağlamda akla gelen sorular şunlar: 2002 yılından bu yana Türkiye’yi yöneten siyasal iktidar Türkiye’nin uluslararası ilişkilerinde bir güven sorununa yol açmış ise; Nisan ayındaki referandum, Türkiye’nin muhatabı olan aktörler tarafından bu iktidardan kurtulmak için bir fırsat olarak mı görülür, yoksa bu iktidara destek mi verilir? Destek verilirse, destek verenlerin bunda çıkarı ne olabilir ya da ne karşılığında destek verebilirler? Bileniniz var mı!
