EU Council’s “Threats & Back Down” : A Vain Expectation


EU’s unrequited and incomprehensible support to a null and void administration disregarding international law, as well as the falling hostage of an important opportunity for cooperation

Regarding the Conclusions Adopted by the EU Foreign Affairs Council

We have repeatedly and strongly emphasized that in the Eastern Mediterranean, we will not cease to protect our rights stemming from international law and rights and interests of the Turkish Republic of Northern Cyprus, despite all of the unintelligible steps of the European Union.

The decisions taken today (11 November) at the European Union Foreign Affairs Council meeting clearly demonstrates that our messages following Council meetings of July 15 and October 14, 2019, have completely fallen on deaf ears.

From 2004 until today, Turkey and TRNC have exerted benevolent efforts to turn the hydrocarbon resources in the Eastern Mediterranean into an element of stability rather than of tension, as the side having taken all the constructive and positive initiatives.

The Greek Cypriot Administration (GCA) and the EU -as misused by GCA’s maximalist positions, can neither perceive the facts, nor take decisions in accordance with international law and the principle of equity in this process.

We have consistently stated since 2004 that naturally, we will not allow the unilateral usurpation of our rights. EU’s unrequited and incomprehensible support to a null and void administration disregarding international law, as well as the falling hostage of an important opportunity for cooperation in the Easter Mediterranean should indeed serve as a case in point.

We will continue to encourage the implementation of fundamental principles of international law as well as cooperation in the region towards lasting stability and welfare of all the peoples in the Eastern Mediterranean. It is evident that the EU, on the contrary having lost a long time ago its credibility to stand as an impartial actor that could contribute to a solution in Cyprus, will never be able to take a constructive and helpful attitude in the Eastern Mediterranean.

As a matter of fact, it couldn’t be more ironic for the EU to make reference to the principle of good neighborliness after the launch of our off-shore activities as it has become deaf to our repeated calls since 2004 for respect for sovereignty and legitimate rights of both Turkey and TRNC.

It is a vain expectation for those who think that Turkey will bow to threats and back down on its rights in the Eastern Mediterranean. No one should doubt that we will continue our exploration and drilling activities in the Eastern Mediterranean.

Doğu Akdeniz’de uluslararası hukuktan kaynaklanan haklarımız ile KKTC’nin hak ve çıkarlarını, Avrupa Birliği’nin tüm izan dışı adımlarına rağmen korumaktan vazgeçmeyeceğimiz daha önce de defalarca ve kuvvetle vurgulanmıştır.

AB Dış İlişkiler Konseyi’nin, bugün (11 Kasım) yapılan toplantıda bu konuda aldığı kararlar, 15 Temmuz ve 14 Ekim 2019 tarihlerindeki Dış İlişkiler Konseyi toplantılarının ardından verdiğimiz mesajların hiçbirinin yerine ulaşmadığını göstermektedir.

Türkiye ve Kuzey Kıbrıs Türk Cumhuriyeti, 2004’ten bugüne kadar, Doğu Akdeniz’deki hidrokarbon kaynaklarının bir gerginlik değil, istikrar unsuru haline gelebilmesi için iyi niyetli bir biçimde çaba göstermiş, tüm yapıcı ve olumlu girişimleri üstlenen taraf olmuştur.

GKRY ve maksimalist pozisyonlarına alet ettiği AB ise, bu süreçte ne gerçekleri görebilmekte, ne de uluslararası hukuka ve hakkaniyete uygun bir karar alabilmektedir.

Haklarımızın tek taraflı olarak gasp edilmesine tabiatıyla izin vermeyeceğimiz, 2004’ten bu yana istikrarla dile getirilmiştir. AB tarafından, hükümsüz ve geçersiz bir yönetime uluslararası hukuk hiçe sayılarak verilen karşılıksız ve anlaşılamaz destek ile Doğu Akdeniz’de önemli bir işbirliği fırsatının rehin alınması gerçekten ibret vericidir.

Ülkemiz kalıcı istikrar ve Doğu Akdeniz bölgesinde yaşayan tüm insanların refahı için, uluslararası hukukun temel ilkelerinin uygulanmasını ve bölgedeki işbirliğini teşvik etmeyi sürdürecektir. Bununla birlikte, daha önceden Kıbrıs sorununun çözülmesine katkıda bulunabilecek tarafsız bir aktör olma vasfını çok uzun süre önce yitiren AB’nin, Doğu Akdeniz’de de yapıcı ve yararlı bir tutum alabilmesinin mümkün olmayacağı görülmektedir.

Nitekim, 2004’ten bu yana Türkiye ve KKTC’nin egemenlik ve meşru haklarına saygı gösterilmesi çağrılarımız karşısında pervasız bir tutum benimseyen AB’nin, biz de faaliyete başladıktan sonra iyi komşuluk ilkesine saygı gösterilmesine atıfta bulunması, en hafif tabirle ironiktir.

Ülkemizin tehditlere boyun eğerek, Doğu Akdeniz’deki haklarından geri adım atmasını ummak beyhude bir beklentidir. Bu itibarla Doğu Akdeniz’deki arama ve sondaj faaliyetlerimize aynı şekilde devam edeceğimizden kimse şüphe duymamalıdır.

 

Concernant les conclusions adoptées par le Conseil des Affaires étrangères de l’UE

Nous avons souligné à maintes reprises et avec force, que nous ne cesserions pas de protéger nos droits en Méditerranée orientale, découlant du droit international et également les droits et les intérêts de la République turque de Chypre du Nord (RTCN), malgré toutes les mesures inintelligibles de l’Union européenne.

Les décisions adoptées aujourd’hui (11 novembre) lors du Conseil des Affaires étrangères de l’Union européenne, démontrent clairement que les messages que nous avons transmises à la suite des Conseils du 15 juillet et du 14 octobre 2019 sont tombées dans l’oreille d’un sourd.

De 2004 jusqu’à aujourd’hui, la Turquie et la RTCN ont déployé des efforts bienveillants pour transformer les ressources en hydrocarbures de la Méditerranée orientale en un élément de stabilité, plutôt que de tension, en tant que partie ayant pris toutes les initiatives constructives et positives.

L’administration chypriote grecque (ACG) et l’UE, qui sont utilisées à mauvais escient par les positions maximalistes de l’ACG, ne peuvent ni percevoir les faits, ni prendre des décisions conformément au droit international et au principe de l’équité dans ce processus.

Depuis 2004, nous n’avons cessé de répéter que, bien évidemment, nous ne permettrions pas l’usurpation unilatérale de nos droits. Le soutien sans contrepartie et incompréhensible de l’UE à une administration nulle et non avenue, au mépris du droit international, ainsi que la prise en otage d’une occasion importante de coopération dans la Méditerranée orientale devraient en effet servir de parabole. Nous continuerons d’encourager la mise en œuvre des principes fondamentaux du droit international, ainsi que la coopération dans la région, en vue d’assurer une stabilité et un bien-être durables à tous les peuples de la Méditerranée orientale. Il est évident que l’UE, au contraire, ayant perdu depuis longtemps sa crédibilité en tant qu’acteur impartial susceptible de contribuer à une solution à Chypre, ne sera jamais en mesure d’adopter une attitude constructive et utile en Méditerranée orientale.

En fait, rien d’autre n’est plus ironique que l’UE fasse référence au principe de bon voisinage après le lancement de nos activités offshore, car elle est devenue sourde à nos appels répétés depuis 2004 en faveur du respect de la souveraineté et des droits légitimes tant de la Turquie, que de la RTCN.

C’est une vaine attente pour ceux qui pensent que la Turquie cédera aux menaces et renoncera à ses droits en Méditerranée orientale. Personne ne devrait douter que nous poursuivrons nos activités d’exploration et de forage en Méditerranée orientale.

 

Turkey must stop illegal drilling in Cypriot waters

The EPP Group in the European Parliament is in favour of restrictive measures against Turkey for breaching “not only Cyprus’ but also the EU’s sovereignty.”

“We strongly condemn Turkey’s illegal activities in the Eastern Mediterranean, particularly the drilling operations west of Cyprus and the launch of a second drilling operation northeast of the island, within Cypriot territorial waters. Turkey must stop this”, said Michael Gahler MEP, the EPP Group’s Spokesman for Foreign Affairs, ahead of today’s plenary debate.

The EPP Group took the initiative to put the Turkish drilling activities in EU waters on today’s Plenary agenda amid increasingly aggressive Turkish behaviour towards the EU and its neighbouring countries. Following the discussions at the EU Summit, the EU Foreign Affairs Ministers gave the green light on Monday to travel bans and asset freezing measures against those responsible for the illegal drilling activities and those providing financial, technical or material support for it.

“This second planned drilling operation west of Cyprus is yet another unacceptable escalation which violates not only Cyprus’ but also the EU’s sovereignty. Therefore, the restrictive measures agreed are necessary. Turkey’s continued actions also have a serious negative impact across a whole range of EU-Turkey relations, as well as on the negotiations for a settlement of the Cyprus issue”, stated Gahler.

Gahler called on the Turkish authorities “to cease such activities, act in a spirit of good neighbourly relations and respect the sovereignty and sovereign rights of the Republic of Cyprus in accordance with international law.”
