A report on human rights violations in Ukraine For President Putin.

The President of the Russian Federation received the White Book, a report prepared by Russia’s Foreign Ministry, which lists numerous facts of human rights violations in Ukraine in the period from late November 2013 to late March 2014.

The document is based on information from Russian, Ukrainian and Western media sources, statements by representatives of the current authorities in Kiev and their supporters, eyewitness accounts and on-the-spot observations and interviews of Russian non-commercial organisations.

The data in the report make it possible to assert that severe violations of the basic human rights’ principles and norms have taken on a mass nature in Ukraine.

The main purpose of the White Book is to provide the public with facts and evidence of the events in Ukraine, thus helping to form non-politicised, unbiased assessments and to call to account those who are responsible for the illegal actions.

As previously agreed, Vladimir Putin had a telephone conversation with Federal Chancellor of Germany Angela Merkel.

The two leaders continued their discussion of the crisis situation in Ukraine.

The German Chancellor expressed satisfaction with Russia’s efforts to help free military observers from a number of European countries, including Germany, that have been detained in Donetsk Region.

Mr Putin and Ms Merkel noted that it is important for the international community to take effective measures, including through the OSCE in the first place, aimed at easing tensions in Ukraine. In this connection, Swiss Federal President and OSCE Chairperson-in-Office Didier Burkhalter will arrive in Moscow on May 7.

Vladimir Putin stressed the importance of establishing a direct dialogue between the current authorities in Kiev and representatives of southeast Ukraine.

The two leaders also exchanged their opinions on ensuring the supply and transit of Russian gas in accordance with the outcomes of multilateral gas consultations held recently in Warsaw with participation of Russia, EU and Ukraine.

Why doesn’t Russia respond to Western sanctions?

“Why do we need to respond stupidly to stupidity?” the head of the Department for Applied Political Science at the Financial University of the Government of the Russian Federation, Konstantin Simonov said.

According to him, “Russia can respond indeed – Western companies work in Russia actively.” “In fact, the dependence on Russia is quite strong, many are not even aware of this dependence. This includes the consumption of Russian products and investment in Russia,” the expert said in an interview with Pravda.Ru.

“The list of things, with which we can cause damage to Western companies is a very extensive one. The question is, why do we have to do it? If we introduce restrictions on the presence of foreign companies in Russia, then it will affect us as well. The Europeans, when they impose sanctions, must be aware of the fact that it will affect their own consumers. It is impossible to do anything else in the situation when Russian and European economies are so intertwined. Many in Europe are against these sanctions, because they are only possible at the expense of self-restraint,” said Konstantin Simonov. Full story.

    Odessa: Massacre!

    The western-backed Fascist Putsch leaders who seized power illegally in Ukraine in February have blood on their hands. Not only have they sent military aviation and tanks to fire on civilians, the Ukrainian security forces have watched over a massacre which murdered over 40 people in Odessa. Were these the orders of Kerry and Biden?

    Their crime? While Kiev accuses them of terrorism, all they have done is to demand that they be heard by the Kiev Putsch Government, whose first actions after illegally seizing power in February and ousting the democratically elected President (Yanukovich) without respecting any of the four scenarios for impeachment, were to issue anti-Russian edicts.

    Backed by the West, the Putsch leaders in Kiev swept to power to a backdrop of cries of “Death to Russians and Jews!”, to scenes of abduction and torture of Russian-speaking citizens, while Nobel Peace Prizewinner Obama and his NATO poodles waited to get their hands on the Crimean Military Bases. Two reactions: from Moscow, a swift, bold and decisive campaign sees these bases today sitting inside Russian territory (Russia won and NATO lost) and from the Russian-speaking inhabitants of Eastern Ukraine, demands for their voices to be heard and their rights upheld.

    Beacon that is East Ukraine or Are you on the right side of history?

A coup-appointed junta in Kiev, designed, engineered and controlled from Washington, has begun a massive armed assault on its citizens in the east. This supreme and original war crime, reinforced by the Nuremburg Tribunal, is no longer in doubt. Nor can there be any more doubt about who is pulling the strings. The illegitimate junta have pulled out all the stops, as their IMF masters demanded they do just the other day. Pointedly–and tellingly–the mafia enforcer organization of western capital issued a statement saying that the crushing austerity agreement–already a death sentence in its own right–might have to be ‘revised’ if the chosen cabal could not control the rebellious and resource rich eastern regions, the grand prize in the whole ‘democracy’ charade. The junta, using a rump military and their fascist shock troops, has dutifully complied–a shameful and disgusting moment in world history. It is also, however, a moment that I think will be transformative in ways we can’t even yet understand.

    America’s Neo-Nazi Government in Kiev. Towards a Scenario of Military Escalation?

Confirmed by Germany’s Bild: “Dozens of specialists from the US Central Intelligence Agency and Federal Bureau of Investigation are advising the Ukrainian government”

    “Citing unnamed German security sources, Bild am Sonntag said the CIA and FBI agents were helping Kiev end the rebellion in the east of Ukraine and set up a functioning security structure.”

    The killings of civilians in Eastern and South Eastern Ukraine by Neo-Nazi mobs and members of the civilian militia opens up the possibility of a broader conflict within Ukraine, which could potentially lead to escalation. Moreover, prevailing divisions within Ukraine’s armed forces could lead to military action directed towards unseating the Kiev Neo-Nazi regime.

    Putin’s ‘Greater Novorossiya’: The Dismemberment Of Ukraine

Basora and Aleksandr Fisher – May 5th, 2014/ Putin’s convenient and expansive (though historically inaccurate) ‘rediscovery’ of Novorossiya now appears to include the following provinces in addition to Crimea: Donetsk, Luhansk, Kharkiv, Dnepropetrovsk, Zaporizhia, Kherson, Mikolaiv and Odessa. If he can turn this vision into a reality, Moscow would dominate the entire northern littoral of the Black Sea and control a wide band of contiguous territory stretching all the way from Russia’s current western boundaries to the borders of Romania and Moldova (conveniently including the latter’s already self-declared breakaway province of Transdnistria).

    If all of these provinces are either annexed by Russia or form a nominally independent federation of ‘Greater Novorossiya’, the population of Ukraine would drop from 46 million to 25 million. This would not only subtract nearly 45% of Ukraine’s 2013 population but also roughly two thirds of its GDP, given that the country’s eastern and southern provinces are far more industrialized than those of the center and west.[2]

    So far, neither financial sanctions nor international condemnation of Russia’s aggressions against Ukraine have had the slightest deterrent effect against Putin’s strategy. Instead, he is now steadily undermining Kiev’s control of the country’s eastern oblasts in small slices – currently at the rate of two or three strategic centers per day – the same pace and playbook that enabled Russia to establish total control of Crimea within a matter of weeks.

    Given its track record so far, the weak government in Kiev and its even weaker military and security forces are obviously powerless to put a stop to Putin’s Novorossiya strategy. Meanwhile, the western powers continue to talk but take actions that are patently having no deterrent value. Unless the U.S. and its European allies can manage a quantum leap in their sanctions and counter-measures, Putin’s strategy seems likely to continue to unfold, slowly but steadily, likely without need for any overt large-scale Russian military intervention other than menacing moves on Ukraine’s borders.

    Ukraine Burning

    By Dmitri Trenin – Monday, May 5, 2014/ Kiev’s main problem is not so much the local militias or any Russian meddling. Rather, it is the rapidly worsening socio-economic situation and the growing disenchantment of many Ukrainians with the results of the February revolution, which, if anything, have strengthened the oligarchical rule in the country. Potentially, this could lead to a new Maidan, and a new revolution.

    Meanwhile, brief hopes of a U.S./EU-Russian agreement on Ukraine have evaporated. With hindsight, it appears that the Geneva understanding was itself based on a misunderstanding. Today, Washington’s and Moscow’s goals with respect to Ukraine look essentially incompatible. What is happening on the ground is very much a full-scale intelligence war between the two powers.

    Will this intelligence war become a prelude to a military conflict? The horrible deaths in Odessa might look like the equivalent of the 1992 mortar attack on the Sarajevo market, or of the expected 2011 massacre in Benghazi. President Vladimir Putin, however, is also aware of the immense dangers and enormous costs of an invasion/proxy war against the United States, and follow-on occupation/rehabilitation of Ukraine, which would sap Russia’s strength and suck dry its resources.     Obama and Merkel Need Each Other to End the Ukraine Crisis

    by: Judy Dempsey – Monday, May 5, 2014/Yet during the Ukraine crisis, the EU’s member states have failed to use even its soft power tools to full effect in imposing tough sanctions on Moscow. Russia’s age-old policy of playing off EU countries against each other has proved successful.

    The strategic energy deals that Russian President Vladimir Putin has struck with Germany, Italy, and the Netherlands over the years have prevented the EU from speaking and acting in a strong and decisive way over Eastern Ukraine.

    This affects the transatlantic relationship. Despite what Atlanticists argue, the Ukraine crisis has not given that bond the fillip it sorely needed. Americans and Europeans cannot even agree on the same set of sanctions, thanks to the energy factor and European industry’s close ties to the Kremlin.

    Indeed, during his joint press conference with Merkel in the Rose Garden, Obama showed a surprising amount of understanding for Europe’s unwillingness to be tougher with Russia.

    “Energy flows from Russia to Europe—those continued even in the midst of the Cold War, at the height of the Cold War,” he said. “So the idea that you’re going to turn off the tap on all Russian oil or natural gas exports, I think, is unrealistic,” he added. Obama referred to imposing other sanctions, including in the arms and finance sectors and on lines of credit for trade.

    Europe’s Precarious New Normal

    A decade ago, ten countries joined the European Union. Today, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia are universally recognized as fully integrated European countries. The extraordinary political transitions set in motion by the fall of the Berlin Wall in 1989, together with the mundane and drawn-out EU accession process that followed, produced this new normal – one essentially free from the political and economic distortions of the Cold War.

    Ukraine is now venturing down this path – without the promise of full accession. On this anniversary, with an era of geopolitical tension again descending on the European continent, it is worth reminding ourselves what the new normal has meant for the countries that joined the EU ten years ago – and what it could mean for Ukraine.

    Europe’s “missing middle,” gouged out by the Iron Curtain, has been restored. Trade in the region has flourished, naturally gravitating toward the EU, the world’s largest market. Investment has flowed in the opposite direction, from capital-rich to capital-poor countries, as economic theory would predict.

    Comparing Poland and Ukraine underscores the difference that EU membership has made. In 1989, Poland and Ukraine had approximately the same standard of living; today, Poles are three times richer. Poland’s income gap with Western Europe today is smaller than it has been at any point since the year 1500.
